How can they do these colors at the hair salon?

I have natural dark brown hair and my hair right now is light auburn and i have partial blonde highlights. I want to get this done

Do they have to dye it all dark then bleach the top or what? How long will it take and how much do they usually charge?How can they do these colors at the hair salon?
That looks like some foiling was done on that model's hair. The hair colorist applied a lighter shade of color in the front areas of her head while leaving the hair underneath dark (that gives the illusion of depth).
